Does This Mean His Wife Didn't Vote For Him?

Randy Wooten ran for mayor of Waldenburg, Arkansas. His wife went to City Hall to check the results and they showed he had received no votes. So his wife asked him if he had voted for himself, which he says he did. Apparently some other folks have said they voted for him too. A runoff election is scheduled for the two gentleman who received the most votes: 18 each.
Since I'm in the midst of gathering results for my relative's election, which went to recount, I find this particularly funny.
